In 10 Man Modifed, the ball can NEVER be outside of the wrist. The way I prefer to look at this is that the palm of the pitching hand cannot be turned away from the body. The palm can be towards the ground or the pitchers body. But not turned away from the body at any point in the delivery. If so, then the ball is outside the wrist and it illegal in 10 Man. The images below show examples of the ball being outside the wrist. This is the Sling Shot or 9 Man ASA allowed style. It allows a pitchers to have a full 180 degrees backswing.
